School Leadership Responsiveness and Organizational Learning Culture in Public Elementary Education

Abstract

This study investigated how school leadership responsiveness shaped organizational learning culture in public elementary education. A cross-sectional predictive-associational design was employed among public elementary school teachers in the Schools Division of Cauayan City, Isabela. Participants were selected through proportionate stratified random sampling, and data were gathered using a validated researcher-developed questionnaire. The instrument demonstrated strong internal consistency, with Cronbach’s alpha coefficients of 0.92 for school leadership responsiveness, 0.94 for organizational learning culture, and 0.95 for the full scale. Partial least squares structural equation modeling was used to assess the measurement and structural models. Results showed that school leadership responsiveness was generally evident, particularly in accessibility and attentiveness to concerns, although timeliness of action and adaptive decision-making remained weaker areas. Organizational learning culture was also rated positively, with shared learning goals and collective responsibility receiving the strongest evaluations, while evidence-informed improvement and experimentation received lower ratings. The structural model revealed that school leadership responsiveness significantly predicted organizational learning culture, β = 0.646, p < .001, and explained 41.7% of its variance. The model also demonstrated acceptable reliability, convergent validity, discriminant validity, and predictive relevance. The findings indicate that responsive leadership strengthens collective learning when school leaders move beyond listening toward timely action, flexible decision-making, data use, and support for teacher-led innovation.
