Utilization and Effectiveness of Offline Digital Electronic Library (ODEL): Their Influence on Learners’ Engagement

Abstract

This study determined the utilization and effectiveness of the Offline Digital Electronic Library (ODEL) and their influence on learners’ engagement among Grade 7 - 10 learners at Jaro National High School, Fajardo Extension, Iloilo City, Philippines, during the Academic Year 2025–2026. Employing a quantitative descriptive-correlational research design, the study involved 353 respondents selected through stratified random sampling to ensure proportional representation across grade levels. Data were collected using a researcher-developed and validated questionnaire, with reliability established through pilot testing. Statistical analyses were performed using the Statistical Package for the Social Sciences (SPSS), utilizing frequency counts, percentages, weighted means, independent samples t-tests, one-way analysis of variance (ANOVA), and multiple regression analysis at a 0.05 level of significance. The findings revealed that ODEL utilization was rated "To a Great Extent," indicating that most learners consistently used the offline digital library in their learning engagement. Its effectiveness was rated "Effective," demonstrating that ODEL has fully met its intended outcomes most of the time. Learners’ engagement was likewise rated "To a Great Extent," reflecting that most learners have attention, interest, and participation in all learning activities. Significant differences in utilization, effectiveness, and engagement were observed when respondents were grouped according to age and grade level, whereas no significant differences were found based on sex, access to digital devices at home, and type of digital learning resources accessed. Multiple regression analysis further revealed that both utilization and effectiveness significantly influenced learners’ engagement, with effectiveness emerging as the stronger influencer. The study concludes that ODEL is an effective educational innovation that enhances learner engagement and recommends its sustained implementation, continuous enhancement, and integration into classroom instruction to promote accessible, inclusive, and technology-supported learning, particularly in schools with limited internet connectivity.
