Communication Management Practices of School Heads and Organizational Climate in District I Schools Division of Quezon City: Basis for Sustainable Plan for Positive Change

Abstract

Effective communication management plays a crucial role in establishing a positive organizational climate and enhancing school performance. This study examined the communication management practices of School Heads and their influence on the organizational climate in District I, Schools Division of Quezon City. Specifically, it assessed communication practices, determined differences in stakeholders' assessments, examined the relationship between communication management and organizational climate, identified communication-related challenges, and developed an intervention program. A descriptive-correlational research design was employed involving supervisors, teachers, and School Parent-Teacher Association (SPTA) officers. Data were analyzed using weighted mean, Analysis of Variance (ANOVA), and multiple regression analysis. Findings revealed that communication management practices were highly evident, with an overall weighted mean of 4.42, while organizational climate was also rated highly evident, with a composite mean of 4.40. Significant differences were found among respondents' assessments across communication variables. Regression analysis showed a strong positive relationship between communication management and organizational climate (R = 0.903, R² = 0.816), indicating that communication practices significantly influence organizational effectiveness. Work satisfaction and communication emerged as significant predictors, whereas other variables were not statistically significant. Communication-related challenges were moderately encountered, highlighting areas requiring continuous improvement. Based on the findings, a structured intervention program was developed to strengthen clarity, responsiveness, transparency, stakeholder engagement, and leadership communication. The program was evaluated as highly acceptable by the respondents, demonstrating its practicality and potential to enhance organizational climate and administrative effectiveness. The study concludes that effective communication management is a key driver of positive organizational climate and sustainable school improvement.
