Evaluation of the Level of Implementation of Fisheries Administrative Order (FAO 259) on the Bureau of Fisheries and Aquatic Resources (BFAR’s) Importation Service: Basis for Policy and Program Enhancement

This study aims to evaluate the level of implementation of Fisheries Administrative Order (FAO) 259 series of 2018 in terms of the importation processes for the issuance of Sanitary and Phyto Sanitary Import Clearance (SPSIC) using an Explanatory Sequential Mixed Method of research that includes both the quantitative and qualitative data collection. The conduct of survey questionnaire to importers and government personnel from randomly selected regions from Luzon, Visayas and Mindanao is the quantitative method. While the use of semi- structured questions in an open-ended questionnaire was also distributed to importers and government personnel to identify their major challenges encountered during the implementation of FAO 259 classified as qualitative method. Similarly, an interview to the Municipal and Commercial Fisherfolks to determine how this policy affected their lives is qualitative method. Hence, the Mixed Method was employed in this research to provide a better understanding of research problems, which will address all research questions. This research sought possible policy and program recommendation enhancement to address those identified gaps with the application of Theory of Good Governance towards attaining an enhanced importation policy and its enforcement for an efficient service delivery to stakeholders.
