This critical literature review examines the current state and future directions of mathematics education through the interconnected lenses of curriculum coherence, instructional materials, and pedagogical innovation. Drawing from international and Philippine literature, including studies related to the K–10 and MATATAG Curricula, the review employed a structured scoping approach and thematic synthesis to analyze trends, challenges, and emerging opportunities in mathematics teaching and learning. Findings indicate that curriculum coherence is essential for developing mathematical proficiency and problem-solving competence; however, curriculum congestion, implementation challenges, and resource disparities continue to hinder learning outcomes. The review highlights the vital role of instructional materials as mediators of curriculum implementation, emphasizing teachers' active involvement in adapting, contextualizing, and transforming resources to meet learner needs. Evidence further suggests that innovations such as game-based learning, digital technologies, collaborative teaching approaches, and the Concrete-Representational-Abstract model can enhance learner engagement and conceptual understanding, although their long-term impact on achievement remains uncertain. A recurring theme across the literature is the persistent gap between intended, implemented, and achieved curricula, influenced by factors such as assessment practices, teacher workload, technological inequalities, and contextual constraints. Overall, the review concludes that sustainable improvement in mathematics education requires stronger alignment among curriculum, instruction, assessment, teacher support, and educational policy. Future efforts should prioritize equity, assessment reform, digital inclusion, and context-responsive innovations to develop mathematically proficient, critical, and adaptable learners.
