Implementation of Good Conduct Time Allowance Under R.A. 10592 and its Implementing Rules and Regulations at General Santos City Jail

This study evaluates the implementation of the Good Conduct Time Allowance (GCTA) at the General Santos City Jail in relation to Republic Act No. 10592 and the 2024 Revised Implementing Rules and Regulations for 2024–2025. It specifically assesses how jail officers’ compliance with policy adherence, transparency, and ethical standards relates to the extent of GCTA implementation in terms of evaluation, fairness, and discipline. Using a quantitative descriptive-correlational research design, the study assesses key administrative and legal procedures, including credit recording, documentation practices, monitoring mechanisms, and the functions of the Management, Screening, and Evaluation Committee (MSEC). Anchored on Social Learning Theory, the study emphasizes that institutional rewards for good conduct may influence Persons Deprived of Liberty (PDL) to observe discipline, participate in rehabilitation, and demonstrate lawful behavior. The findings show that GCTA serves as an important mechanism for jail decongestion, behavioral reform, and preparation for reintegration into society. However, its effective implementation depends on clear policy communication, officer awareness, accurate documentation, transparent evaluation, and consistent application of standards. The study further reveals that manual processes, limited monitoring systems, and unclear dissemination of procedures may affect fairness, accuracy, and consistency in granting GCTA credits. Therefore, the study recommends strengthened compliance with R.A. 10592 through systematic recordkeeping, regular policy orientation, improved monitoring, and accountable decision-making.
