When learners struggle to master essential competencies, effective intervention becomes imperative. This study addressed learning gaps in Household Services 10, particularly in explaining the characteristics of effective purchasing steps and procedures, through Strategic Intervention Material (SIM). It aimed to determine the effectiveness of SIM in improving students’ academic performance, examine learners’ perceived experiences, and determine significant differences in pre-test and post-test performance and mean gains between the control and experimental groups. A quasi-experimental research design was employed with 92 Grade 10 learners from Santander National High School, comprising 46 learners in each group. The control group used the learning module, while the experimental group utilized the researcher-developed SIM. Data were gathered through pre-test and post-test assessments and a perception survey and analyzed using frequency count, percentage, weighted mean, standard deviation, and t-test. The experimental group’s mean percentage score increased from 58.26 to 89.46, while the control group improved from 56.85 to 75.65. The experimental group obtained a higher mean gain of 6.24 compared with 3.76 for the control group, with a significant difference at p = 0.000. Learners reported a favorable experience with SIM, obtaining a general mean of 4.38. The findings indicate that SIM was more effective than the learning module in improving mastery of the targeted competency. Thus, teachers are encouraged to develop localized and contextualized SIMs, integrate SIM development into LAC or INSET activities, and enrich materials with diverse and interactive activities responsive to learners’ needs and support improved academic performance among diverse learners.
