Abstract

This study aimed to develop and evaluate an instructional learning package for core competencies in Computer Systems Servicing (CSS) using a descriptive–developmental–evaluative research design. The respondents included 75 Grade 10 TLE–ICT CSS students, two CSS teachers, two TESDA assessors, one Learning Resources Management and Development System (LRMDS) supervisor, and one Education Program Supervisor in Camarines Norte. Results showed that only a small percentage of students could potentially pass the four Core Competency Clusters (COCs) based on the TESDA Self-Assessment Guide, and none qualified for the National Certificate II (NC II), indicating insufficient readiness for national certification. To address this gap, an instructional learning package titled “THE CORE” was developed, consisting of four print modules, a teacher’s guide, and non-print resources such as interactive PowerPoint presentations and instructional videos. The package integrated four core competencies: installing and configuring computer systems, setting up computer networks, setting up computer servers, and maintaining and repairing computer systems and networks. Evaluation using the LRMDS rating sheet revealed that both print and non-print resources met the required standards for content, format, presentation, organization, instructional quality, and technical quality, with minor revisions recommended for accuracy and visual design. The study concluded that although students were not yet ready to take the NC II assessment, the developed instructional learning package provided an effective and innovative resource aligned with the Department of Education CSS curriculum and TESDA standards. It is recommended that the package be enhanced through regular updates, increased hands-on competency-based assessments, and wider implementation in both Junior and Senior High School to strengthen learners’ mastery of core competencies and improve readiness for national certification.
