EDSA Busway Program: Implication for Traffic Decongestion and Urban Transport and Governance

This study assessed the effectiveness of the MMDA’s Exclusive Bus Lane Program in addressing traffic congestion in Metro Manila by examining its accuracy, responsiveness, and accessibility, as well as identifying differences in commuter perceptions and exploring operational and governance challenges. A sequential mixed methods approach was employed, involving a survey of 439 commuters selected through convenience sampling and interviews with key informants from the Department of Transportation (DOTr), Metropolitan Manila Development Authority (MMDA), and Land Transportation Franchising and Regulatory Board (LTFRB) using purposive sampling. Quantitative data were analyzed using weighted mean and one-way ANOVA, while qualitative data underwent thematic analysis and triangulation. Findings indicated that commuters generally perceived the EDSA Busway Program as effective in improving traffic flow, commuter mobility, and public transport operations. However, persistent challenges—including overcrowding, insufficient bus deployment, inadequate last-mile connectivity, limited accessibility, and governance issues such as scheduling inconsistencies and lane violations—continue to affect service quality. The study concludes that although the program is an effective congestion management initiative, sustained improvements in infrastructure, capacity management, inclusivity, and inter-agency coordination are essential to ensure its long-term effectiveness and sustainability.
