Empowering Communities: A Study on the Implementation, Effectiveness, and Experiences of Criminology Extension Programs in the Province of Bulacan

This study investigated the implementation and effectiveness of Criminology community extension programs in colleges and universities in the Province of Bulacan. It addressed the need to examine how these programs contributed to crime prevention, community awareness, social development, institutional service, and community participation. It also examined whether the three respondent groups perceived the programs differently, whether implementation was related to effectiveness, what experiences informants encountered, and what program was proposed from the findings. The study used a sequential explanatory design. Quantitative data were gathered from Faculty and Students, Community Residents, and Barangay Personnel through a structured survey, while qualitative data were gathered from informants through interview responses. Median was used to describe implementation and effectiveness, Kruskal-Wallis test was used to determine significant differences across respondent groups, Spearman's rho was used to test relationships, and thematic analysis was used to analyze qualitative responses. The results showed that the programs were implemented in crime prevention activities, educational and awareness programs, social development and community engagement initiatives, relevance to community needs, sustainability, community participation, institutional support, and impact on crime prevention and social development. The programs were rated effective in the same areas. No significant difference was found in implementation and effectiveness across the three groups. Most implementation variables had no significant relationship with effectiveness, while community participation showed a very weak negative significant relationship with effectiveness. Informants experienced the programs as meaningful, organized, practical, and community-centered, but they also encountered scheduling conflicts, limited resources, logistical problems, delayed approvals, communication gaps, low participation, and insufficient preparation time. The study concluded that the programs had value but required stronger coordination, deeper participation, better logistical support, and more systematic evaluation. The findings implied the need for a Criminology Community Extension Coordination and Continuity Program to improve planning, role clarity, documentation, monitoring, and long-term program outcomes.
