Abstract

This study examined Maintenance and Other Operating Expenses (MOOE) utilization and School-Based Management (SBM) practices in General Nakar, District II, Quezon, and developed a proposed intervention for school planning. A descriptive-correlational survey design was applied to 210 respondents from 14 public schools, comprising 14 school heads, 14 property custodians, 28 inspectorate team members, and 154 School Governing Council officers, included through total enumeration. A researcher-developed, expert-reviewed questionnaire measured four MOOE dimensions, four SBM domains, implementation challenges, and intervention acceptability. Weighted means, one-way analysis of variance, Spearman correlation, and multiple regression were used. The source reports highly evident MOOE utilization (composite mean = 4.51) and highly practiced SBM (4.46). Perceptions of MOOE differed significantly among respondent groups across all four dimensions (F = 16.20–263.87). The reported SBM-to-MOOE regression explained 87.39% of variation (R² = .8739), with curriculum and learning a significant predictor (p = .0217). Moderate challenges remained in financial administration (3.78) and SBM (3.58). The proposed Project STRIVE intervention was rated highly acceptable (4.64). Findings suggest that effective school planning depends on coordinated financial management, instructional priorities, transparency, and stakeholder participation. Source-reported model statistics, especially an additional perfect-fit regression, require verification against the underlying data before submission.
